This signals a major expansion of AI infrastructure in Europe³ and is the largest AI investment project in Europe to date.

  • This project will work in partnership with developers Start Campus, an AI infrastructure platform Nscale Global Holdings, and chipmaker NVIDIA to deploy 12,600 next-generation NVIDIA Graphics Processing Units (GPUs). Sines is about 93 miles south of Lisbon.

According to the Wall Street Journal, Google followed with a ~$6.3 billion/€5.5 billion plan to expand its AI, cloud infrastructure, and offices in Germany through 2029,⁴ highlighting the growing importance of European data sovereignty and compute power. Google's major focuses are on the Frankfurt region, Munich, and Berlin to support a growing workforce, including AI development teams.

  • In Munich, Google is redeveloping the historic Arnulfpost building into a 30,000-square-meter development center that can accommodate up to 2,000 employees and is expected to be finished by the end of 2026. Munich is already a major hub for AI startups and enterprise AI in Germany.

  • In Frankfurt, Google has opened a new office on the 24th floor of the Global Tower.

  • In Berlin, Google is renovating and expanding its existing office. Berlin is also known as a major hotspot for AI startups in Germany.

  • Dietzenbach is a new, major data center that is under construction. This will feature Google's first large-scale heat-recovery project in Germany, which will send waste heat to the local district heating network.

  • Google will continue expanding its existing data center campus, Hanau, which opened in 2023. Google's Cloud AI offerings, such as the Vertex AI platform and Gemini models, are offered here.

Growing competition among large providers may create more choices and better pricing options over time in AI.

Meta Signed a $3 Billion, 5-Year Cloud Compute Deal

On November 11, 2025, AI cloud firm Nebius Group announced their signing of a deal worth $3 billion with Meta, after it reported a more than fourfold rise in third-quarter revenue. ⁵

Meta has made a significant investment in AI infrastructure by signing a deal with Nebius to provide AI infrastructure over a five-year period. This agreement with Meta emphasizes the surging demand for high-performance computing power that is required to build and run artificial intelligence models.

Based in Amsterdam, Nebius Group is a neo-cloud company that offers hardware and cloud capacity as services. Its core business involved providing Nvidia graphics processing units and AI cloud to enable companies to expand their AI infrastructure.

SoftBank Posted a Record $16.6 Billion Quarterly Profit, Driven by AI

SoftBank Group announced this week a record $16.6 billion quarterly net profit, largely driven by its exposure to OpenAI and AI-linked assets, which more than doubled its earnings from the previous year. This increase reinforces investor confidence in the AI sector. ⁶

SoftBank disclosed that it sold its entire stake in Nvidia in October 2025 for $5.83 billion to help fund its growing commitment to OpenAI and other AI infrastructure.

SoftBank Group was founded in 1981 as a PC and software company in Japan by Masayoshi Son. Today they are driving the AI revolution as a strategic investment holding company.

Data Center Construction Surges While M&A Slows

Data Center and Infrastructure Report

A recent industry report from IOT Analytics: Data Center Equipment & Infrastrucutre Market Report 2025-2030, shows strong momentum for new data center construction, while major mergers and acquisitions remain limited. Companies appear to be prioritizing building infrastructure rather than buying it.

How does data center construction affect business owners?

  • More data center capacity is coming, but it may also create pressure on infrastructure bottlenecks such as supplier constraints, power, cooling, and real estate.

  • With fewer acquisitions, there will likely be more niche providers that businesses must evaluate carefully.

  • Vendor stability and long-term reliability should be key considerations when selecting AI infrastructure partners.

AI Infrastructure by Region 2025

Conclusion

The clear theme in this week's news is that AI is scaling fast across geographies and sectors. Giant infrastructure spend, international expansion, and rising investor confidence are firming up the market's direction.

To business owners, these changes impact technology planning, vendor selection, risk management, and long-term strategy.

Keep updated on the weekly changes to ensure your business remains competitive in a world where AI is becoming key to growth and operations.

Implications for Business Owners

  1. Infrastructure Intensity is Increasing: The scale of the investments, which is in tens of billions, signifies that infrastructure-heavy AI (especially generative/large-model) workloads have emerged.

The business owners building AI capabilities may need to budget accordingly.

  2. Geographic and Regional Strategy Matters: Major AI infrastructure expansion is happening in Europe and emerging markets.

Global businesses must evaluate where their AI operations-or vendor operations-will reside, especially from a latency, data-sovereignty and risk perspective.

  3. Vendor Landscape is Shifting: Major cloud/AI providers committing large investments, and small/mid-tier firms showing gain in interest.

Business owners should look at revisiting vendor selection criteria for infrastructure footprint, transparency of compute, energy/ESG factors, service-readiness.

  4. Operational Readiness is Paramount: As infrastructure expands, business owners should indeed make sure they are prepared on the non-tech side-meaning ensured data maturity, governance, AI-ops readiness, and scalability-so the capacity of the infrastructure does not get wasted or blocked.

  5. Global Expansion Potential and Risk: Emerging-market AI infrastructure efforts, such as those by Uzbekistan, may open new opportunities but also new regulatory or operational risks.

Global businesses should assess how to engage or monitor such expansion strategically.
